On 26th September 2019 Lombardy Region launched a public consultation on Sustainable Development.
A survey that can contribute to give a long-term view for carrying out actions that are targeted, shared and above all constructed according to the needs of people and the specificities of the territory. On the path towards the design of new policies for sustainability and in particular, circular economy and bioeconomy, the involvement of the quadruple helix, at the very beginning, is considered to be relevant.
With the proposed consultation, Lombardy Region decided to analyse themes linked to the circular economy and the bioeconomy within the framework of the "sustainable development" (the 3 sections of the survey).
During the design phase of the Three years strategic Programme for Research, Innovation and Technological Transfer” (Programma Strategico Triennale per la Ricerca, l’Innovazione e il Trasferimento Tecnologico, in brief PST), the regional Government decided to focus on persons and their needs and consequently, to treat social and economic progress and trends, no more in relation to industrial sectors, but within 8 ecosystems: nutrition, health and life science, culture and knowledge, connectivity and information, smart mobility and architecture, sustainability, social development and advanced manufacturing.
Main aim of the new regional policy document PST (approved in March 2019) is to link policies in Research and Innovation – namely the Smart Specialisation Strategy - to the goals proposed by the “2030 Agenda for Sustainable Development.
Among the ecosystems and the linked actions to be developed, the regional Government foresees a “Strategy for the sustainable development”.
Lombardy Region will implement a multidisciplinary investigation strategy based on three main initiatives:
- Regional innovation roadmap on circular economy with the technical support of the Lombard Smart Factory Cluster;
- Regional Observatory on Circular Economy and Energy Transition upon initiative of the General Directorate Environment and Climate;
- Public consultation (Survey) on Sustainable Development Strategy with focus on bioeconomy and circular economy, published on the Open Innovation Platform.
All these topics are relevant at European level, Lombardy Region intends to explore the theme of “sustainable development” out of the own boundaries, opening the survey to its partner Regions/agencies/networks.
